Well, if you set it during the time of the Fellowship, it might actually work if Buffy decides to tag along with her two bestest new friends when they meet up with Aragorn after Helm's Deep. Or, perhaps, she's in Imladris when the "Fellowship" is formed and she goes off on her own private mission, which sort of leads Saruman to suspect something is up with her.
I would personally set it before the Fellowship is formed or even the one Ring found, but that might just be me. I would definitely set it after Saruman has turned on the White Council, however.

I think it would be cool to start along the time of the Fellowship, but she found that she had a whole other reason, and her to best friends tagged along to make sure she didn't get herself killed... It would be cool if they met up with one or two of the others once in a while. Heck, it would be cool if Buffy was partially responsible for killing that one beast thing that took Gandalf down with it, and helped save him.

That is one way to do it. I would probably stick it before the time of the Fellowship. That way, Buffy has an opportunity to see things without the constant threat of Mordor and Dol Guldur (the tiny fortress of the Witch-King inside the Mirkwood Forest where Thranduil and Legolas live). Also, the Elves gathered together for the White Council, which would sufficient reason for Buffy and those delightful Elladan and Elrohir to get into trouble.
For the life of me... I started a crossover about a year ago. It was set in the First Age, so about six thousand years before the War of the Ring or the Fellowship even happened, when most of Middle-earth was populated by the Elves. Since Thranduil didn't come to age before the Second Age, it would almost have to be the Third Age and the age of the Wars of the Ring.
I'm confusing myself. I will stop talking now.
